Can a respondent or group have a Perceived Orientation that is lower than their Developmental Orientation?

Yes. It is possible, although rare, to have a Perceived Orientation (PO) that is lower than a Developmental Orientation (DO).  


One reason having a PO that is lower than a DO is rare is due to the fact that, in general, humans tend to rate themselves as more capable than they actually are across many domains. Research supports that this happens in many areas - we rate ourselves as better drivers, better listeners, better relationship partners, etc. than how we actually perform. 

One situation where a respondent might have a PO that is lower than the DO is when they take the IDI assessment soon after completing an intense cross-cultural experience such as a study-abroad or travel, and they feel that it did not go as well as it could have. In reality, when the DO is higher than the PO it is likely they actually were more effective at navigating cultural differences than they may perceive.
