Yes. It is possible, although rare, to have a Perceived Orientation (PO) that is lower than a Developmental Orientation (DO).
One reason having a PO that is lower than a DO is rare is due to the fact that, in general, humans tend to rate themselves as more capable than they actually are across many domains. Research supports that this happens in many areas - we rate ourselves as better drivers, better listeners, better in relationships, etc. than how we actually perform.
When a respondent has a PO that is lower than a DO, they often have just completed an intense cross-cultural experience, such as a study-abroad or travel, and may feel that it did not go as well as it could have. In reality, (when the DO is higher than the PO) it is likely they actually were more effective at navigating cultural differences than they may perceive.
